Not content with treating all voting black men in Florida as felons, the Republican Party is requiring driver's licence numbers in order to vote in the California special election.

THE SIMPLE RULE. If something is not required to REGISTER TO VOTE, then you cannot require it to ACTUALLY VOTE. 

There is no driver's licence requirement to register.
