Making some drugs illegal has not stopped the use of these drugs. Instead, in order to import and sell the illegal drugs, drug dealers bribe customs officers, police officers, airline employees, bankers....
These bribes are affordable, as making something illegal means you do not have to pay taxes on the sales.
There is NO WAY that the billions of dollars in drug money can be transferred in cash. Transfers sometimes happen using the cover of artwork, antiques or gambling. It is possible that complex derivatives are used to transfer drug money.

IF YOU CAN PROVE A DRUG IS WORSE THAN ALCOHOL, then I am willing to discuss making said drug illegal.
